A silent or hoarse horn is usually caused by corroded contacts, poor ground or a worn relay – the same weak spots that plague the 122's electrical system as a whole. On B18 cars the current runs through the 12-volt system introduced in August 1961 together with the B18 motor, and worn mounts that shake loose tend to cause intermittent operation.
