These parts belong together when the gasket is replaced – the cylinder head bolts are often stretch bolts that should be replaced at disassembly, and a complete gasket set ensures that smaller seals and plugs come along in one go.
A common checkpoint at reassembly is that the flatness of both the cylinder head and the block is checked before a new gasket is fitted, so the torque achieves the right seating and holds.
